I think this situation in universities generates a certain amount of massaging the data to support desired results. This includes ignoring data that does not support your theory. But in the end peer review shakes out 99% of the unsupported theories.

My only research paper was peer-reviewed in Il Nuovo Cimento, 1967, No Internet then.
