Chris - yes a farm tool. This one is antique but they are still used. But not for hay.

It looks like it is used for fishing large items out of a barrel of smaller small items. Something like fishing sticks out of a trough of grain.

Winner! It is a beet shovel but I bet it works with turnips too. It doesn't just move them, it digs them out of the ground.

We don't seem to have many people playing, maybe becuase I thought the tool would be too easy to guess, so I put up the picture of the reverse side.
