Looks much like the lapping tools we used to repair valve seats, but ours were made of metal or nylon.

Spin? Rotates is probably a better description...but it can be stationary.

No, not for burning something but it is used around heat. Hint #2: It is commonly made from Cherry wood due to the wood's characteristics.

Yes it is! Dead on! It's a Steam Stick and you wet it then insert it in the end of the work so the steam that is given off expands the opening or size of the work. You can rotate it or the work or just plunge with it, all are done.
