It does if you are using the default computing preferences. In there, there's this setting Suspend work when non-BOINC CPU usage is above 25%.

Anything outside of BOINC its processes and the science applications using the CPU at 25% or more will suspend BOINC. I must say, this includes BOINC its own screen saver.

If you don't want this to happen:
- Edit the preferences.
- Change the value to 0 or 100.
- Save changes with the Update preferences button at the bottom of the page.
- Open BOINC Manager.
either
-- In Simple View select Seti@Home in the Projects drop-down menu.
-- Next click Project commands and click Update.
or
-- In Advanced View click the Projects tab.
-- Select Seti@Home.
-- Click Update.

It's also possible that you use the local preferences, which override any of the same preferences from the web site. In this case:
- Open BOINC Manager.
- In Simple View: View->Advanced view.
- Tools->Computing preferences.
- Processor usage tab, While processor usage is less than 25 percent, change this to 0 or 100.
- OK to save and use immediately.
