Guys sounds like a lot of people have dedicated systms for running seti tasks. However I use my everyday desktop to run tasks, and do day to day stuff. After I made this change to TCP1323 my downloads from all other website seem to be affected. My downloads begin at a normal pace compared to what I am use to with my ISP but after 2 or three minutes my download drops from 1.2MB per second to 23k/per second. Has anyone seen this as a side affect in making the change to fix the SETI downlaod problem? I have not noticed any negative side effects so far on my daily driver/browser. I was downloading a single video driver file that was 181megs, started off fast got 10% into it and dropped dramatically. I just changed my TCP1323 to 1 and my dell download completed in about 2 min. checking my SETI downloads I appear to be downloading at 4.7KBps which is slower than when I had it set to 3 I was getting 10KBps I have been watching the WU while i've been typing this and even though it said it was downloading it just stopped and moved onto the next WU. So setting this to 1 didn't help the SETI WU issue for me. ID: 1344144 ·

Followed the instructions in the OP, nothing more All settings were saved correctly and applied, and remained after several reboots. Reg settings were definitely updated confirmed with an reg export pre and post running the optimizer ID: 1344149 ·

As for slowing other things down.. I have not observed this. In fact, I downloaded an Ubuntu ISO just a few minutes ago and it took about 5 seconds to ramp up to 4.2 MiB/s and stayed there until completion. Downloaded a 720p youtube video and it, too, took a few seconds to ramp up, but ran at 4.2 MiB/s until completion. However, I was able to download like that before, except now AP downloads don't time-out and stall. Seems like a win-win. Started with 110 AP downloads this morning at 11:27 and just finished with a total of 180 tasks, including 70 MB at 16:01 local. AP tasks averaged 20 min per file, while MB took approx. 45 sec to 1 min. Have disabled the refresh task, which immediately declared me as a job destroyer instead of a job creator. AP tasks went from an average of 3+ hrs with retries and network toggling to 20 min, incredible. Don't know what to do with the extra time on my hands! I don't buy computers, I build them!!
