I remember reading it was discovered a possible communication by
Laser beam was discovered eminating outside the solar system.
Is this form of communication in scope of the SETI project?

Not S@H which is a radio frequency project. I recall seeing one project that was talking about using optical telescope, but I don't know how far along the road it got.

Very interestingly, there is Kepler that is highly suited to such a search... You might even be able to reprocess some of the raw data to look for anomalies other than star/planet occultations.

Also, the Planetary Society are running their own optical search.
