Did the North Korean leadership expect someone (US?) to perform a pre-emptive strike, based on his threats and now they are sulking that there was only a war of words?

What worries me is that in the wake of the Boston bombings is that if he does launch and it appears to track over one of our allies land mass. We will shoot it down. We just cant take the chance.

The man has declared war, says the truce is over. and has threatend to nuke Japan. Maybe we ought to first strike his butt.
