My wish is an faster down loading rate.
At the moment we have 0,4 kBits/sec. Maximum was 4,0 kBits/s.
Average time to do this was 10 min.

Why must be so slow? During the same time, it's possible to download from cloud more as 300 MByte!!!

Please, make it faster as 0,4 kBits

The line up to SSL is 100 MBits/Sec, and is completely saturated most of the time. Everyone has wished for a higher speed link for them for quite a while, however, it may involve digging in a new link for a mile or so (anyone got a spare $100K?). The other possibility is colocation, which may get a higher speed link or not.
