Well, yes, it has already been asked.

The short answer is that they are mainly for tracking how your machines are doing at processing science data.

They are supposed to be the same across projects, but at best they are similar across projects. They are based on processing speed * time or the total number of Floating Point Operations performed.

They are a fair comparison of how much machines have done within a project.
