Yeah, I've never had these issues with downloading before. I've been reading about them for years now, but I have never personally experienced it. It really is painful.
I'm pretty sure this is far more common for hosts outside of America than those within it. I've been putting up with poor download performance for several months. You're very lucky to have only encountered it recently.
