It's a salt cellar. It holds salt for service on a formal dining table. You own it because you like both Alton Brown and Martha Stewart. (Do you?)

And we have a winner, with correct answers to all questions.

"Finishing salts" are really trendy right now, so I want to make it clear that I had that salt cellar in my collection before salt became "k3wl".
Alton Brown is very funny and I am a total Martha Wannabe...

P.M. going out ot our winner now.

Wow. I was being semi-facetious with that answer. I'm happy and proud to be right.

This time I'll find something on the net... in the morning.

Okay, sorry this took so long.

What is it? (Its kitchen function; I'll let you off on its proper name. Most of you, anyway.)

Oh! So very close! That's what I almost posted. But then I found this and it was so much more obscure, I had to go with it.

Well, you got the part I said I wasn't going to require, but it's not a pepper mill. If no one gets it by the time I get to work in the morning (where I bookmarked the page where I found it) I'll give you the win.

Tell you what, I will be very busy the rest of the week. If we are correct will you take the win and provide the next quest?
