Somewhere on the west coast of Canada?

Since it is South of 45 degrees North (one of my previous clues), we have eliminated Canada as the long straight border from the Great Lakes west is at 45 degrees North.

It is? I was taught that was the 49th parallel!

In a state that does not have the letter "i" in its name?

Yes, the state that it is in does not have an i in it name.

I'd like to buy a vowel, is there an "o" in the name of the state?

Look to the south of the paved through road with the highest average elevation in the continental US.
