I think it is a tool for making crackers. When you make crackers you roll a bread dough out really thin and then prick it all over so that there are escape holes for air. You don't want air getting trapped in your dough and making your crackers puffy. This tool would do that efficiently, if you made a whole lot of sheet pans full of crackers.
