Question as in the title:

What does Boinc-Client actually look for to find a 'usable' GPU?

For example, given a CUDA capable nVidia card and the libcudart libs are installed ok, what else is needed for Boinc to see that there is a GPU there?

BOINC does not define the computational requirements, it is the project (e.g. Seti at Home) that does that, even then within a given project different applications may set different requirements - An example of this is that until recently S@H's Astropluse could not be run on an Nvidia GPU, but could run on selected ATI; then there were new drivers, and a new Nvidia Astropulse application came along and now we can run a version of the Astropulse application on an Nvidia GPU with the correct drivers installed.

For s@h, can you get to run CUDA/OpenCL tasks without having to go "Annonymous platform" and manual install of optimised apps?

Does s@h support CUDA/OpenCL on default settings?

Yes, but for the moment only for Windows: http://setiathome.berkeley.edu/apps.php

So you could try to run BOINC through Wine, if you fancy testing with that.
