Has been using my trash can instead of paying for his own services for over 6 years. I happened to be doing a weather capture and saw him using my trash can as his own personal trash can haha!

There is no posibility of avoiding paying for that service in this country as it is all in the local government tax.
and they can get nasty with anyone that avoids that.
Unless they are `Travelers` in which case they can get away with just about anything.

Seriously in many places that is the crime of illegal dumping. You now have evidence so perhaps it is time for the authorities to have a little formal chat with him.

We live in county island, so it is a private service not a city service. In most cities in the US (in fact go 3 miles east of my location and this applies) is alongside with your water bill. But not in the lovely county. We are literally a no city zone. A zoning nightmare.

He normally does it on trash day, which is what I discovered. I wouldn't really mind that he was doing it, but more than once or twice has he shoved so much in there, that when the truck picks it up HIS trash spills on the street then I have to pick it up. <sigh>

Take photos catching Him inn the act, call the cops, as that seems to be the only thing You could do. Is there a county code enforcement office? Maybe they could be contacted...

I have no idea what time the trash men come and you have to go to work. At my house we are first on the list, and this would work.

Take the trash out.
Set up your lawn chair and your favorite entertainment (laptop, book, ...)
Sit in the lawn chair until the trash men have passed by.
Pull the trash can back into the garage...
