In California, you have a couple of options.

1) Swamp cooler (I used to see those all the time).
2) A/C

Over here, swamp coolers do not work (why are they called swamp coolers when they have no chance of working in a swamp?)

Here it's at least 100F almost all summer long in the daytime, I've had to grip the steering wheel with My shirt at times, today I go somewhere I crack open both windows a bit, it helps, I plan to get the a/c finally fixed in about 3 years, maybe sooner if what I've planned gets done quicker, maybe.

@ John, Why are swamp coolers called that, I have no idea, but they do have a pool of water to draw from that's kept cooler than the outside is cause air pull in through water soaked pads, which raises the humidity and lowers the temp, that water can get cold, even when the temp is 100F+ outside.

My car is equipped with factory a/c and hand crank windows, it's a '99 Ford Escort zx2 sport hot coupe w/cruise control added afterwards.
