OK this is obviously too difficult. So perhaps a recap and few more clues

First, it's Scotland, where the lady in question was born and bred.

The "house" in the background isn't a house and never was but is part of why the statue is there. It's use today is commercial.

There is a "medical" connection. She was a pioneer in what she did.

I took the picture in 2009 when I was working on the site.

She used her rich husbands money to do her good works.

Indeed it is, on the Crichton Estate Dumfries. My old company had its call center in one of the old "pavilions". Amazing place. I had never even heard of her before I went there.
