My guess: since task limits per machine have been lifted, there is now more competition for tasks as they are generated. Therefore, each request will have fewer tasks available (on average) and, in fact, no tasks will be more frequently the case, from the way the "available" queue is constructed (100 at a time are made available for d/l).
