If I turn Boinc off/on a lot (testing and such) does it increase my chances of submitting a bad WU?

I think the answer is yes, but question is how much...if it can be quantified by experience or theory, maybe it varies, ....thoughts?

I start and stop BOINC a few times each day and have never seen an issue.
I suspect there may be an issue with your GTX 560 Ti and/or if your PSU big enough. What PSU do you have and what voltage and temperature is your 560 Ti reporting? Using SIV for my 460s typically see as below.

Most BOINC projects including Seti have checkpoints. Turning BOINC off or suspending the WU won't kill the WU. It will just restart from the most recent checkpoint. There are several projects out there that have no checkpoint and will usually restart from the beginning of the WU or fail outright.

IIRC if the WU is restarted 100 times BOINC will fail it

It sort of depends on how you turn BOINC off. If you do a normal shutdown (net stop BOINC if installed as a service or through the UI) there should be no increased chance of a corrupted task. If you yank the power out of the back of the computer, then yes, there is a greatly increased risk of a corrupted task.
