Can the ASRock 990FX Extreme4 board with it's UCC feature (Unlock CPU Core) unlock the cores of the AMD FX-4100 or FX-6100 CPU's?

if there are cores to unlock, yes. Just remember that the locked cores were locked for a reason. Usually, its poor performance and errors in processing. Which means if you unlock those cores you stand a chance of getting bad results in the real world

Has anyone with such a board been able to unlock the cores. According to another website they seem to be locked differently than previous AMD processors.

And it's always possible to test the unlocked cores for errors. Lots of programs around to do this.

No the AMD FX-4100 or FX-6100 Bulldozer CPU's DO NOT HAVE UNLOCK ABLE CORES if they were destined to be an FX-8120 or FX-8150 and they had bad cores the are physically disabled eg. laser cut internally on the die. UNLIKE OLDER THE OLDER PROCESSORS THAT COULD BE UNLOCKED LIKE SOME X3 AND X4 PROCESSORS NAMELY THE SEMPRON, ATHLONII DENEB, PROPUS, THURBAN AND REGOR CORES.
However you are be a go for the Socket AM3 processors: AMD Phenomâ„¢ II X6 / X4 / X3 / X2 (except 920 / 940) / Athlon II X4 / X3 / X2 / Sempron processors with locked cores

Although I will build a system only for crunching BOINC projects, my plan has changed to buy an AMD FX-6100. I just red a review with benchmark statistics and the AMD Bulldozers are very slow CPU's compared to the Intel Sandy Bridge CPU's.

I don't know how they compare to eachother when running BOINC projects, but I think I'll change my plan and buy an Intel based system.

the Intel 990X 6 Core LGA1366 Gulftown would be the heavy weight when it comes to CPU crunching, I would go for i7 2600k and a couple of good Fermi CUDA cards for crunching. you could probably build the whole system for what you would pay for the Gulftown.
If you are doing CUDA CPU really does not matter 0.04 CPU+ GPU I am running several old Athlons and Older 8600GT cards for SETI and average about 5500 credits a day on my machines at home. I would imagine that it would be a lot more with a couple of 460's or 580 Fermi cards

I'm updating my other thread where I asked for suggestions for a board. I'm probably going for an i7 2600K. And my current 4 year old systen already has a GTX-550TI and a GTX-570, both factory OC-ed, so I'm already reaching towards 10K RAC on the GTX-550TI together with my almost 4 years old laptop (and about 100K+ RAC on the GTX-570 for GPUGrid). I'm planning to do a little SETI work each day on the GTX-570 too.

I wouldn's say very slow. They are improved over previous models. The Bulldozers are now being compared to the Sandybridge CPU's and that is unfair comparison. Bulldozers were meant to compare to the i7 920 or 950 IIRC. I expect future models of the Bulldozer to actually improve on what they started
