That's a very tough and good question.
According to The United Nations Statistics Division no, but Council of Europe would disagree.
In other words it is a transcontinental country and that's a big clue for uncovering this mystery.

I'm guessing from the replies that it could be Georgia, Azerbaijan or Kazakhstan depending which river you choose as the European-Asian border.

If not those then an outside possibility is Cyprus, which geographically is part of the Asian part of Turkey, but politically is European, (must point out that is not the Turkish view)
