OK so I have a Nvidia 570GTX, an Intel Core i7 2.66GHz 920 and 6GB RAM.
When I look at GPU-Z right now, it only shows that it has a 2-4% load and there is one work unit being worked on. GPU-Z says my GPU clock is 50Mhz, MEM=67MHz, Shader=101Mhz.
Isnt this a little low? Seems like it's processing in the lowest power profile state. Is there anything I need to do to let it go full bore?

Is there a way of telling it to use more of my resources? Now there are a bunch of tasks running and my CPU is rockin and rollin but my GPU still doesnt seem to be getting worked. Sure, progress is getting made atm but it doesnt look like it's taking advantage of my card much. Also, when I use this, can I run any games and have it halt what it's doing and save the data to the disk? Or should I suspend it manually. I am using the latest beta drivers from NVidia. The ones "optimized for Battlefield 3 and Rage"

Oh, and I am using the latest x64 developer BOINC version "6.12.34"

This sounds like a driver version problem. nVidia and ATI have recently released drivers that drop GPU load to the CPU for unknown reasons. YOU might check the numbers crunching forum to find out which drivers are more likely to give a better bang for the buck. I know someone will be along shortly that knows exactly what driver you'll need

BOINC is not recognizing the GPU on your system. It COULD be that the 540M does not meet project requirements. Perhaps someone else can confirm or deny this.

EDIT: NVidia claims this chip is CUDA compatible, but the specs indicate it will not be a good performer.

You're using BOINC 6.12.34, which does support nVidia GPUs. You're using Windows 7, so I'm willing to bet you're running as a system service (Protected Mode), which doesn't allow GPU apps to run. Try uninstalling BOINC and re-installing as a standard application.

Otherwise make sure you're using a the latest drivers.

i tried reinstalling boinc application but issue still persists.
still unable to utilise GPU for number crunching

Where did you install the drivers from? If Windows, then try getting the drivers for the graphics processor from the HP site, or the nVidia site such as these 285.62 drivers. The drivers installed by Windows normally have things like OpenGL, OpenCL and CUDA disabled, as these options clash with Microsoft's own DirectX and DirectCompute.
