We downloaded seti install file from Boinc web site
on 11/12 and double clicked on the exe file but no installer
appeared, no client launched, but task manager showed
some boinc processes.

Can you help?

The BOINC installer is extraordinarily sensitive to certain other processes running. In particular reports that VB applications kill the installer. Try closing down all other applications and see what happens to the install.
