Yes, it looks like some sort of background layer is showing through, or as if the image was close-cropped with a mask that’s being ignored.

HPF is some sort of proprietary print-&-fax format AFAICT.

For greatest reliability the image should be probably flattened to a white background and uploaded in a standard format. PNG should work as well as JPEG; I don’t have a profile here but my team graphic is a PNG and it didn’t give me any trouble.
