USING Kupier Belt Obgects as passive repeaters fro radio astronomy

I have been doing research on the dwarf planet known as Haumea using wikipedia. http://en.wikipedia.org/wiki/Haumea_(dwarf_planet) I have had this thought that depending on this objects Trajectory and Euclidean vector from our vantage point the earth to its position in space it might be possible to use this object as a passive repeater for radio wave or land a satellite on the mid suface of this planetary environment that will act as such a transponder and repeater of radio waves. This type of science will help us understand how to use celestrial objects such as this one to enhance radio science, radio propagation in the outer fields of our planetary environment, reduce earth background noise found on earth. Much like orbital optical astronomy this could help us go far beyond how we conduct radio science on earth. This could help many projects such as SETI, pulsar detection, and other projects we conduct in radio science. It has already been proven that radio waves can be used to bounce modulated signals off the surface of the moon. The same principles can be applied hear.
