The network traffic has droped off, but only because work isn't being allocated.
Most of my requests for work result in "No work sent" messages. If i do get any, it's only 1-3 Work Units at a time.
Caches will run out in a few days at this rate, not fill up.

As soon as I upgraded to 6.13.1 just minutes ago, got 45 tasks mostly VLARs, and immediately went to backoff of 1.40 hours. Cricket appears to be near or at max and servers looked ok.

When you get this message and there is work to send out it just means the feeder queue is empty in the moment you asked. The feeder only holds something like 100 tasks. IIRC it only fills its queue up every few seconds.
Since work was hard to come by for a while a lot of machines have their queues run down. So it is a big fight to get work at the moment. Some of my faster machines are at about half of their queue.

It doesn't matter if there had been 1 billion results ready to send, if the demand is high as it is now. This misunderstanding has been explained many times. I'll paste another explanation, this time from Donald L. Johnson:
"There may be that many "ready to send", but the download feeder only holds 100 tasks at any given time, and refills about every 6 seconds. That 100 tasks is a mix of S@H Enhanced (Multi-band) and Astropulse tasks. There is also a flag set on MB VLAR tasks to prevent them from being sent to a GPU. So if your request happens to hit the scheduler when the feeder is empty, or has no tasks of the type your computer is requesting, you get the "No Tasks Available" message.
The good news is that the feeder will refill every 6 seconds, and your BOINC Manager will try again 5 minutes after the "no tasks available" response, and keep trying until it gets some work. Unless the servers go down, or there is a problem with your internet service, or....."

You also need to note the as of time on the right of the sever staus and the time at the upper left top. Weve all seen those times in hours and sometimes days when The servers hack up a hair ball. Every thing could be green with thousands of work units ready to send when in reality there empty.

I got a bunch of errors that timed out the same day they were sent. Even my rig can't do same day turn around if I'm carrying anything greater than a 1 day cache.

What the heck have they done to Carolyn, and who is taking her place?
My guess for the reason of this outage was a heatwave, combined with a failed AC-unit in the server closet.

Which is a totally normal respons after a 20 hour long outage, when thousands and thousands computers tries to upload and report and download at the same time. Give it at lest 5-8 hours of uptime with fully working servers, and it will all work out in the end.
