You really shouldn't need to change any firewall settings for BOINC.

The BOINC Client initiates contact from inside your own network, and any Stateful Packet Inspection firewall, like the Windows firewall, will detect this as outgoing communications, similar to using your web browser.

Because the firewall will recognize the incoming return as being requested by the client inside the network, the communication will be allowed through automatically. This is the same reason why you don't need to change settings for your web browser to be allowed through your firewall.

More paranoid firewall packages that lock down all TCP/IP activity are the ones that need to be relaxed in their restrictions.
