Right now the PC in question ONLY has BOINC/Seti installed on it and I had to reinstall it due to another issue and now it's sitting there stating that it's "suspended - cpu is busy".

That depends on the following parameter in your Computing preferences (online or local):
Suspend work when non-BOINC CPU usage is above 25 %
0 means no restriction
Enforced by version 6.10.30+

Try a higher value or set it to zero to disable the feature.

What do most people seem to keep this at ?

I ask because depending on what a persons doing outside of BOINC the CPU usage can vary quite a bit which means a % that seesaws.

I see almost no reason to set it to zero since the SETI process runs at the lowest priority supported by the OS.
