Hi does anyone here have access to IEEE's library? The is a research paper that I would like to read but I don't have access and really don't want to join for the one paper. Sort of like a box of chocolates, don't know if the paper will answer my question until I read it. Any help would be greatly appreciated.

Here is the paper that I am interested in:

I have the same problem. I don't have access to IEEE either.

I regularly come across papers in scientific journals i would like to read but can't access because they want money.

Sometimes i just Google the words and try to find the information free on another website. Wikipedia and Youtube can be very good.

I used to be an associated IEEE member when working, then I could no longer afford to pay their dues. Also, they are too much USA oriented. I am a registered "Nature" reader, no dues, and at every issue I can read two or three articles, most editorial and news, all very good.

Thanks for the idea's guys. When I went on their membership page it said that most universities are members and that students can get access by signing up at the library for no charge. I was sort of hoping someone here is a student or professor. But will try the "Nature" reader idea.
