The neo-cons and libertarians like the idea of "pay as you go" so why not have the super rich pampered elites pay for the privilege of being wealthy in a stable and generally peaceful, healthy environment such as North America? I think those who would not pay their share in a progressive taxation system should be free to leave and go be rich in the Congo, Bangladesh or some other region of poverty created by the free market. Well, if The Rich could be as Ruthless, Powerful, and Controlling as you say they are, I believe no matter what Country of The Desperate Poor Created by Them, they chose to live, would be a Cake Walk. Surely they would be able to hire Locals to be part of their Security Forces. And these Locals being paid well(much less than the Horrendous Tax Burden imposed here) will no doubt implement grievous measures to keep their Employers safe. And The People not so employed will go about the Daily Ritual of Surviving-Being very Social about it-they would have to, while secretly plotting to do The Rich in. I'm ready to move. You? iWorm 'em.
