I believe, but am not quite certain, that the diameter to be somewhat larger than 6".

A pulley has a smooth outside rim. A gear drives another gear. A sprocket drives a chain.

I have several lapel pins that look like that but they are much smaller and made of gold and adorned with various gems. It the Rotary symbol.

But I am sure that's not the answer you were looking for. There appears to be a lot of soot on it. So I am going to guess that it's from a steam powered locomotive.
