If there needs to be a limit, then the only thing that seems fair to me is to do it per host, not per user.

Quite right, and it is done that way by BOINC. The same kinds of ratios apply, the top 20% of hosts do about half the work, the top 4% of hosts do about a quarter of the work.

My ISP is housed next door, about 50 meters, so my theoretical 10Mbit DownLoad
and 768Kbit Upload, is also the real speed. Telephone, also is VOIP
And no limit on Down/UpLoads.
Also an ADSL 2+ signal, for Digital TV, 16Mbit/sec.

Four companies do give a nice competition.

The 3 QUAD's have an Ethernet cable, TV also, only my LT goes WireLess, WLAN.

Only having UPLoad problems: As of 22 Dec 2010 12:00:06 UTC,

BOINC master database carolyn Running
BOINC replica database jocelyn Running
SETI@home science database oscar Disabled
Astropulse science database marvin Running
data-driven web pages thinman Running.

UP&D'Load servers are disabled, like all others. Forgot we still have a 3 day
outage :)
