I was just looking at the world rankings and notice my rankings move down consistently through the shutdown . I thought with the project shutdown and not processing anything that things woud remain static. yet they seem to move. Is there any explanation?

Are you looking at SETI rankings ONLY, or BOINC rankings? Other projects are still running during the SETI outage, so their users are accumulating credit whilst SETI is stalled out.
