You didn't install BOINC as a service, did you?
As under Windows XP it doesn't matter if BOINC is a service with a GPU installed, since there the drivers are visible to all accounts.

Under Windows Vista and 7, drivers are separated from the user accounts. This is a Windows thing of security, nothing BOINC can do to fix that. Installing BOINC as a service will make it impossible for the driver detection to work at BOINC start-up.

And as such, you will have to install BOINC as not a service (uncheck the "protected application execution" option in the Advanced screen in the Installer).
