I recently bought a new PC with an AMD Phenom X4 (quad core) and an ATI DX11 graphics card.

Are there any plans to support ATI GPU's (OpenCL/DirectCompute) and multicore 64 bit systems like milkyway@home or other BOINC projects?

There are plans to eventually support ATI. Multi core is done by running several SETI instances in parallel rather than having SETI be multi threaded.

Lunatics has developed an Hybrid app that uses the GPU for the FFTW work on Astropulse WUs. This app shortens the run time of astropulse by over 50% on my computer. This also runs the astropulse opt. app from Lunatics.

Indeed BOINC determines how many cores you have on your PC and can load work accordingly. If you are unable to run more than 1 WU then you'll need to check your seti@home preferences on your account page.
