Scroll to the bottom of that SETI@home preferences page to select the edit link. In here you simply need to change the graphics preferences drop down to Custom, and then edit all the oscillation settings to 0. You will need to wait for BOINC to talk to the server to have the settings updated locally, but it shouldn't take to long...
