what does this mean; i've run SETI for years, and have never seen this before?!?!?

It means that you have one or more WU which Boinc has determined may miss its due date. Boinc has moved it the head of normal FIFO (First In First Out) queue. This is to make sure it is returned on time and doesn't miss the deadline. Boinc will return to the normal queuing once the situation corrects itself.

This can happen for various reasons.
A WU has an incorrect estimate to completion.
A large cache of work, and a WU with a very short due date.
The computer is not allowed to run Boinc enough to make due date.
Multiple projects and a low resource share.
