all things being equal and speaking only about cuda processing and nothing else, with a gtx285 will there be a noticable difference in wu production whether it is in a x16 or a x4 slot?

No, it is not critical. In fact, tests in Number Crunching have shown the PCIe speed to make very little difference.

I 'modified' a few x1 slots and ran some tests.

I compared two IDENTICAL cards, 1 running in an x16 slot and the second card running in an x1 slot (at the same time) and there was essentially NO difference when comparing WU results and running time.

The cards were Geforce 9600 GSO 768 MB DDR2 cards.

I am reluctant to say if the same will ring true with GTX 200 series cards, but I can't see why not.
