The only fact given is the antenna diameter which results in 40 meters, much less than Arecibo, and obviously this means a smaller resolving power. Other important parameters are the frequency searched, the bandwidth around it and the coordinates of the possible sources. These can be varied more easily from an array such as Allen or ALMA. All these parameters are described in an article on Serendip on the Arecibo Observatory home page and also given in the SETI home page. I would say that, all limitations withstanding, Arecibo is still a more powerful observing tool.

Those Allen dishes are probably stretched out over an area of much more than 40 meters diameter so they can act as an interferometer of high resolving power. However if their total area equals that of a 40-meter dish their sensitivity would be much less than that of Arecibo.
