I tried all the commonly suggested things (such as detaching and re-attaching) but the problem persists. I also deleted the better_banner.jpg file, but the new one still exhibits the problem.

One interesting thing I noticed is that the file is not actually a JPG, but rather a GIF. The file is only 54 bytes long, and starts with "GIF89a". Strange...
