Ahoy Hoy,
I have a BFD-280 overclocked W/1G of RAM
XP SP#
Phenom II X4 940 overclocked to 3.6GHz
Latest NVidia drivers (182.06)
BOINC Version 6.6.9

<ncpus>5</ncpus>

</cc_config><cc_config>

The problem I am having is when I am crunching via Cuda my monitor (2560x1600) the video is pretty slow drawing to the screen. Is the normal? any what to throttle the amount of GPU 'power' is being used?

Yes.

any what to throttle the amount of GPU 'power' is being used?

No.

Now then, for the longer answers. When you're crunching with the GPU, it is saturated. Anything else you do with your GPU at that time will be slow. Read more about that in the CUDA FAQ in my signature.

The GPU cannot be throttled in the same way that the CPU can be throttled. BOINC's way of throttling is for thermal control only, mostly for laptops, where it will suspend/resume the task at hand. Doing this on the GPU is for the moment undoable.

The general advice is not to run CUDA in the background while you do other things. The next BOINC version will have the option to use the GPU only when the computer is not in use.

I didn't notice until now, but I see you are already using 6.6.9, which you shouldn't be doing. This isn't a to-be-used-forever version, it's a development version that has severe problems with the debts and work fetch module. As does 6.6.10, by the way. They're getting there, but if you aren't an alpha or beta tester by heart, you shouldn't be using any of the 6.6 versions until it's released as a recommended version.

Now, with that said, since 6.6.7 you can use the option in your computing preferences, that says "Suspend GPU work while computer is in use?"

I know, it says 6.7+ there, but believe me, it can be used. ;-)

You can also use this option from your local Advanced Preferences (BM->Advanced view->Advanced->Preferences->Processor Usage). Using these preferences work for that one computer only and when saved with the OK button, will override any of the same preferences you get from the web site.
