A new BOINC alpha version is out! But so far not the new styling.

Don't ...

Wait until it is released unless you are an Alpha tester. Everyone that tries to run alpha code that shouldn't can get more problems and it is just not worth it ...

4.09 is the version for now ... soon enough we will see 4.11 or 4.12 as the "Official" build and THEN you upgrade.

The ONLY time that this is not true is if Rom or another developer asks you to upgrade to test a specific fix for a problem that you have ...

Where can I get a list of the changes that take place between versions?

You have to goto the checkin notes for each of the changes... I can never remember where the thing is, but if you follow down the links there will be some that will take you to the CVS repository and then you can browse to your hearts content.
