I have a Mac running OS X 10.5.4.

Why am I getting this message?

I'm getting the same message suddenly tonight. Since there are at least two of us I am guessing there is a glitch which will be fixed eventually.

Same exact message here. Nothing new added, running 10.5.4 and 528 all along.

Things have improved since outage...but my Power PC Mac still has some problems

Sun Aug 3 14:54:--Get cmd that "...Html file can not be found......"

You'll have to wait twenty four hours for it to try again.

That's pretty obvious. The cause for this is erroneous tasks being returned. For each task in error your quota of 100 (initially) gets reduced by one. If your machine starts to return error-free results, the quota is doubled for each.

So, Paul, you should check the reults of the machine in question. You can use the Your results button in BOINC Manager's Task tab.
