Can you ping the berkeley site, and get a response, then try the project servers (IP address at the end of this message) can your system find them in DNS?, can you find your own local ISP?. you may need to make entries in your local "hosts" file to point to the berkeley servers so you can locate the setiboinc.ssl.berkeley.edu server and the boinc2.ssl.berkeley.edu these are from memory 208.68.240.16 and 208.68.240.13 but you better do a ping and make sure its been quite a while since I setup my hosts file
is your firewall stopping you
do you have "permissions" set so you can run the apps in the folder... I seem to remember ubuntu likes to lock users down to minimal operational levels.

What error message do you get ?
Have you started the BOINC client with the option "--allow_remote_gui_rpc" ?
Is a password set in gui_rpc_auth.cfg ?
Have you started the BOINC manager from the same directory, where the BOINC client is located ?

Make sure you start this program in the same directory as the client.
What is the problem?

Excatly what the error message say. do a "cd" in the directory where the BOINC client is installed and then start the BOINC manager.
