This feature has worked since Boinc V5.6
10% - 1 sec on , 9 sec off (Suspended)
25% - 1 sec on , 3 sec off (Suspended)
50% - 1 sec on , 1 sec off (Suspended)
75% - 3 sec on , 1 sec off (Suspended)
90% - 9 sec on , 1 sec off (Suspended)
100 - All free cycles used.
The above is just examples of what to expect. Finer % graduation are usable but still in 1 sec time slice.

Boinc V7.2.42
Win7 i5 3.33G 4GB, GTX470

Yes. It's always been working.

See this FAQ on how it works, though, before you think that by setting it to 50% your CPU will only use 50% of cycles. It won't. It never will.
