http://www.gao.gov/new.items/d06330.pdf Hmm.. So the UN can't be trusted to run even a vital humanitarian program without corruption and kickbacks. The Oil for Food program was flawed from the outset because it did not have sufficient controls to prevent the former Iraqi regime from manipulating the program. Internal controls, if properly designed and implemented, can provide reasonableâ€â€although never absoluteâ€â€assurance that program goals will be met and fraud will be minimized. Despite the risks inherent in allowing Iraqi government control over the contracting process and expanding the program beyond its initial emergency mandate, the Security Council and the Secretariat did not establish a system of internal controls, including timely and comprehensive risk assessment and effective control activities and monitoring. Moreover, fragmentation of responsibilities led to an environment in which no single unit or person was accountable for program management, monitoring, and oversight. The Oil for Food program was arguably the largest sanctions and humanitarian program in its scope, complexity, and structure that the UN had undertaken. Given the enormity of the undertaking, internationally accepted internal control standards should have been applied throughout the course of the program. Such standards would have helped ensure that the program was effectively and efficiently managed and that the Iraqi people received the intended benefits from the proceeds of its government’s oil sales.-- From Page 35 of the linked Report. This is new information... how? I've known for a few decades that the UN was terribly corrupt and incompetent . Don't get me wrong, I know that ALL governments and international organizations around the world have at least some measure of corruption and incompetence, but the UN really screwed the pooch on this one. |

I just post things I am learning and think others may not know, but should. Sure, many know, but apparently not enough to make a change or even form an opinion. If you know something critical to the survival of our country and people in general, it is your job to tell others. United we may stand again. Divided we are falling. For every action there is an equal and opposite reaction. We will all be judged together as Americans. I want us to have a chance at a peaceful future. My part may be small but it is better than assuming others know everything we do and doing absolutely nothing about it.
