50 WU's per host is the quota.

I believe that any failed downloads also count towards the limit!

I have watched the transferes cycle thru the wu not only once but several times. It appears that a miss count is taking place. I have had only about 25 work units for the past week.

Failed downloads count, as do errors and successful results. It is more than likely that you had a few invalid WUs that crashed, or a few sub one minute WUs due to excessive noise. Either of these situations could very well cause the problem that you are seeing. It should clear up tomorrow whenever the "new day" starts.
