I keep getting the message "(not requesting new work or reporting completed tasks)" see below. Climatepredicton is working OK. SETI does not appear under the TASK tab. Climatepredicton does. I disconnected from SETI and reconnected and still the same. Most likely your Climate project is running into a bit of a time squeeze to make its deadline. Or at least Boinc thinks so. It is very conservative in these estimates. If you look further up in your messages you will probably find a line that says the computer is overcommited or something like that. This happens frequently when you run multiple projects with one or more of the Climate projects or other projects with extra long WUs. Boinc will restart downloading other work when it calculates that the deadline can be safely met with the amount of crunch time it gets. As its primary rule, the Boinc Work-Fetch Policy is design to guarantee that you don’t waste CPU cycle by missing a reporting deadline as set by the projects. Its second rule is to follow the resource share you have set. It will therefore repay the extra time it is now giving Climate to other projects when it is safe to do so.
