Due to the outages of the recent days communication to the project is being deferred for over a day.

I had a similar problem with the Windows client a few weeks ago, which could be resolved by an update request.

Is there a similar procedure for the Linux client?

(and yes, I have upgraded to boinc 4.05 meanwhile).

I find you can usually "cheat" by altering the field in client_state.xml, but YMMV.

Just set it to 0 to cancel the delay. You need to do this while the client is not running.
