Why does BOINC need to act as a server?
Is it necessary, or is client access sufficient?

You can answer deny and remember on it. These are the settings I'm using since some weeks and it works fine.

Yes, but remain an interesting thing why Boinc ask to act as a server?

BOINC will (possibly) need to act as a server when the GUI/CLI client comes out. If it is not blocked when that style of client is released you should be able to control BOINC on any pc on your lan from one computer. If you don't have a lan or don't expect to use this functionallity then block it.
